INSTITUTIONAL LETTER
FROM THE FOUNDER
By Jorge Aurelio Riffo
Founder of "Con Salud y Educación 360 Más e.V."
Registration No.: VR 41964 B – Based in Berlin
"Along life's journey, I saw and witnessed realities as raw as they were profound."
I saw how dictatorships left millions without access to health, education, or well-being.
I saw schools being shut down, voices silenced, and entire communities abandoned.
I lived through times of dictatorship. I grew up surrounded by censorship, repression, and institutional fear.
I saw the same pattern repeated in many countries across the region: different names, but the same consequences.
Exclusion, oblivion, structural poverty, institutional abandonment.
From pain and empathy, my social commitment was born.
From there came my decision to walk alongside the people, the most vulnerable, those who resist from the margins.
After more than 35 years of community work in Chile, Latin America, Central America, the Caribbean, Mexico, the United States, Europe, the Middle East, and the Baltic countries, I understood that the same narrative repeats itself:
politicians who promise health, education, and well-being… but only during election campaigns.
It was then that I founded the National Consortium ConSalud in Tijuana, Baja California, Mexico — a city marked by border crossings, forced migration, and institutional abandonment.
From there, we developed and delivered educational, psychological, and social workshops, all officially endorsed and approved by the State Educational System of Mexico.
We signed a formal collaboration agreement with the SNTE (Sindicato Nacional de Trabajadores de la Educación — National Union of Education Workers), one of the largest and most representative teachers’ organizations in Latin America, which allowed us to reach thousands of teachers and public schools.
We also worked alongside the DIF (Sistema Nacional para el Desarrollo Integral de la Familia — National System for Integral Family Development), supporting girls, boys, and adolescents living in abandonment and vulnerability, providing them with emotional care, support workshops, and preventive health services.
The doors of the Consortium were opened to the community.
From the most forgotten neighborhoods of Tijuana, we launched massive free preventive health campaigns, bringing basic medical care, psychological counseling, and social support to the general population.
Our workshops were not limited to classrooms.
We also provided specialized training to teachers, giving them tools to detect learning difficulties, behavioral disorders, signs of violence or abuse, and to provide emotional support to their students.
We served students of all educational levels through workshops on emotional health, addiction prevention, responsible sexuality, hygiene, self-care, and social awareness.
Additionally, during a time of severe insecurity in the city, we trained Tijuana's police forces with workshops on ethics, human rights, civic morality, and emotional management in crisis situations.
One of the most human aspects of the project was the psychological and emotional support for migrants deported from San Diego (United States) to Tijuana, who arrived without family, without support, and without the tools to start over.
We welcomed them with open arms, offering psychological care, training workshops, social and labor reintegration programs, and dignified, humane, and professional support, with the backing of CANACINTRA (Cámara Nacional de la Industria de Transformación — National Chamber of the Transformation Industry).
"None of this was a promise or a public policy; it was community action born out of genuine commitment."
Today, from Berlin, Germany, this social, educational, and preventive model is being reinvented with an international vision and projected as a fully replicable proposal throughout Europe. Berlin, like Tijuana, is also a city marked by migration, the intersection of realities, and the urgent need for inclusive models to support those who need it most.
My commitment to this cause has not ended.
Today, I continue working as a volunteer in Berlin, supporting people with special conditions and emotional needs, learning, and strengthening new social action networks.
This experience reaffirms that the model born in Mexico is adaptable, humane, and universal.
Con Salud y Educación 360 Más is not just a story of the past:
It is a noble, living project with the vocation to expand throughout Europe — beginning with Germany — and at the same time return with greater strength to Latin America, where much remains to be done.

Transformative Education and Social Well-being through Strategic Alliances
Now more than ever, education and social well-being must be the foundation of a fair, equitable, and resilient society.
The Con Salud y Educación 360 Más e.V. model, originating in Latin America and consolidated through the experience of the Consorcio Nacional ConSalud in Tijuana, Mexico, is presented today as a global, inclusive, preventive, and professional proposal, designed to be implemented in any territory that prioritizes the fundamental rights of its population.
This model responds directly to a reality that can no longer be ignored: the historic institutional neglect that has affected millions of people in different parts of the world, particularly in broad regions of Latin America, where students, teachers, families, and communities have been systematically made invisible by fragmented or ineffective public policies.
What Do We Offer? A Comprehensive, People-Centered Approach
1. Training Workshops for Students and Teachers
-
For students:
Emotional education, bullying prevention, development of social skills, self-care, nutrition, comprehensive sexual health, addiction prevention, stress management, psychological first aid, and self-esteem building. -

2. Community Talks Focused on Emotional Well-being and Family Integration

-
Emotional health and psychosocial support in contexts of migration-related stress, trauma, and social exclusion.

OUR HISTORY
MANIFESTO
It was not a project born in an office.
It did not come from a desk, nor was it the result of any institutional strategy.
It emerged from abandonment.
From broken promises and unfulfilled words of politicians who only appear during election campaigns, offering health, education, and wellbeing… and then vanish.
It was born from the hopelessness sown by systems that turned rights into favors and dignity into a commodity.
From closed schools, empty hospitals, and communities condemned to oblivion.
It was born from collective pain, from forced migration, from the struggle to survive amid abandonment.
We were witnesses.
We were part of that forgotten people.
We saw how inequality became the norm, and institutional indifference, a habit.
We traveled across Latin America, Central America, Mexico, the United States.
In all these places, the same pattern repeated itself: empty promises, failed policies, and structural exclusion.
Peoples who were forced to migrate.
To leave their roots, their lands, their language, their traditions.
Pushed away by hunger, violence, unemployment, addiction, and neglect.
Condemned to emotional exile, uprootedness, and the breaking of families.
And that is where we decided to act.
Where others fled, we stayed.
Where there was silence, we brought listening.
Where there was abandonment, we offered active dignity.
Where institutions never reached, we were present.
We became the answer.
We became social action.
We were emotional support, community accompaniment, and real human presence.
We were education, health, psychological support, teacher training, and aid for children, migrants, and vulnerable populations.
Because we were not born to make promises—we were born to take action.
With commitment, with conscience, with ethics.
With health, with education, with dignity.
With the people, everything.
Without the people, nothing.
We invite you to walk with us.
Because we no longer want new generations condemned to abandonment.
We want healthcare that embraces, education that awakens, wellbeing that includes.
We want more dignity for every forgotten community.
Together, we can.
With more education, more health, more social justice, and more humanity,
we will build the country our children deserve.
Join us.
This is not charity—it is justice.

Where Hope Begins:
Our Commitment Reaches Every Corner
Every image you see here is more than a record of activities: it is a living testimony
of restored dignity, outstretched hands, and a community rebuilt.
From the most forgotten neighborhoods of Tijuana, Mexico, to faces marked by exile and neglect,
our work was more than assistance — it was human encounter.
Where schools were absent, we offered workshops.
Where pain was silence, we brought attentive listening.
Where health was a privilege, we built prevention.
Where institutions never arrived, we were present: with volunteering, with empathy, with action.
We did not give alms. We offered humanity.
We knocked on doors in every neighborhood, opened spaces for education, emotional support,
prevention, and comprehensive care.
We never asked about faith, nationality, or legal status. We only asked one question:
“What do you need?”
And together we answered: with commitment, with community.
We supported single mothers, children with learning difficulties, deported migrants without
shelter, exhausted teachers abandoned by the system.
We built bridges where there had only been abandonment.
And all this was made possible by volunteers who gave their time, their hearts, and their convictions
— expecting nothing in return.
There were no empty speeches here. There were actions.
There were no campaign promises here. There was real presence.
This work, born in Tijuana, Mexico, is now a seed in Berlin and a model for the world.
Where there is abandonment, there must be response.
Where there is exclusion, there must be justice.
Where oblivion looms, we must be memory.
Thanks to every person, every face, every story that made this path possible.
We move forward — and we plant the future.
With health. With education. With dignity.
Con Salud y Educación 360 Más e.V. is not just a project: it is a moral promise to society.
Be part of this transformative model. We are waiting for you.
There were no empty promises here. There were real actions.
There were no electoral speeches. There was genuine presence.
From the forgotten neighborhoods of Tijuana, Mexico, to the new hopes in Berlin,
Con Salud y Educación 360 Más e.V. is more than a project:
It is an act of justice, a social response, and an international model born from the people
— for the people.
Where others see only numbers, we see faces.
Where others build walls, we open doors.
With health. With education. With dignity.
Thank you to every volunteer, every face, every story that made this journey possible.
This is only the beginning.
And you can be part of this global change.
Nothing ends here.
Here we begin again — wherever a voice rises, a hand reaches out, and dignity is sown.
